In June 1999, The Design Trust, in partnership with the Hell's Kitchen Neighborhood Association (HKNA), Design + Urbanism (D+U) and Manhattan Community Board 4, held a community-planning forum to address the future of Hell's Kitchen South.

The design and planning strategies developed by residents, City officials and private sector experts at the forum for the Hell's Kitchen South project were exhibited at the Storefront for Art and Architecture and the Port Authority of New York and New Jersey from November - December 1999. The ideas discovered at this event were refined by the project team and served as the basis of the project publication, Hell's Kitchen South: Developing Strategies
